The federal Act to Promote the Education of the Blind provides funds for adapted educational materials for eligible students who meet the definition of blindness. An annual registration of eligible students determines a per capita amount of money designated for the purchase of educational materials produced by the American Printing House for the Blind (APH). These funds are credited to Federal Quota accounts maintained and administered by APH and its Ex Officio Trustees throughout the country.
In order for students to be eligible for registration in the Federal Quota Program, they MUST meet the following requirements.
There is no chronological age limit for registration eligibility. To be eligible, adults must "have a written educational plan and be enrolled in and attend, on a regular basis, an instructional program of at least 20 hours of instruction per week. Social and leisure programs do not qualify as instructional programs."
For each residential school for the blind, state department of education, or agency for the blind that participates in the Federal Quota Program, an Ex Officio Trustee of the American Printing House for the Blind must be designated. Each Ex Officio Trustee is entrusted with the administration of the Federal Quota Program within his or her system.
For more information about the Federal Quota program, visit www.aph.org or call 1-800-223-1839. On our web site, you can find contact information for the Ex Officio Trustees in your state. These Trustees can give you the specific information about whether your student may qualify for materials purchased with Federal Quota funds.

LouisTM, the Database of Accessible Materials for People Who Are Blind or Visually Impaired, lists the locations of accessible titles from over 170 nonprofit, government, and commercial agencies. Louis (pronounced Louie) is free-of-charge and contains listings for tens of thousands of titles in braille, large print, sound recording, and computer file formats. Users can search Louis by ISBN, title, author, publisher, copyright year, subject, medium, or keyword. In addition to locating materials through Louis, APH books and products can be ordered online using Louis.
Via the Internet, go to the APH web site at www.aph.org/louis.htm.
If you do not have computer access, you can search for titles by calling 1-800-223-1839 toll-free and asking for Resource Services, ext. 705.
The File Repository is a collection of braille textbook files and publishers' textbook files that can be downloaded directly from APH's web site. The Repository titles are listed in the Louis Database at www.aph.org/louis.htm.
Anyone can see if a book is available for download; however, only two groups can obtain a password and download files: Ex Officio Trustees of APH (or their designees) or nonprofit braille-producing organizations. The Trustees are responsible for the distribution of the files to braille producers.
There is a fee of $25 per file download, billed monthly. Federal Quota funds may be used to pay for these materials.
Over 300 ATIC braille textbook files are available through the repository. Many of these titles have optional thermoformed tactile graphics packages available for an additional fee.
For more information about the File Repository, contact: APH Resource Services Department / 1-800-223-1839 / resource@aph.org or see www.aph.org/louis/reposinf.htm.
Through the generous support of the Jessie Ball duPont Fund, APH is adding braille pages to full-color, hardcover classic children's books. This makes reading a group activity, allowing family members to participate equally.
APH is constantly adding to the number of titles in the low-cost duPont series. Currently, six titles are available:
