I am excited to introduce the new edition of APH's Family Life Catalog. The products featured in this catalog are designed for families with visually impaired children, including infants, preschoolers, elementary students, high school students, or young adults.
For over 145 years, APH has been helping blind children learn, grow, and achieve independence. Our commitment includes identifying needs, designing products to meet those needs, field testing prototypes, and manufacturing and distributing products. APH also offers numerous services useful to parents or teachers of blind children.

APH Services for Families
Having a child who is visually impaired or blind may be a challenging and life-changing experience; however, you're not alone! There are dozens of agencies in your state and across the country to help you provide your child with the best education and rehabilitation services possible.
This section lists services provided by the American Printing House for the Blind (APH). A Resources for Families appendix in the rear of the catalog lists other agencies that may be helpful to you.
Services for Families from APH
The American Printing House for the Blind is committed to providing quality services for the families of children with visual impairments. This catalog, designed specifically for families, is one of those services. APH's Department of Research partners with universities and other organizations to assure that the products we create are appropriate and beneficial for your child.
Early Childhood
APH's employees are dedicated to services for early childhood and families. The "Babies Count: National Registry for Children with Visual Impairment from Birth to Three Years" is coordinated by the Early Childhood Project Leader. Babies Count identifies children across the country, birth to three, who are blind and visually impaired. Information collected through this project guides our development of products and services for young children, as well as identifies trends and needs for the future. Training Events Across the U.S.
APH is proud to sponsor a series of National Instructional Partnerships workshops and training events around the country each year. These workshops focus on curriculum areas and topics vital to the education of children who are blind and visually impaired. Nationally known experts in the field of education and rehabilitation partner with APH staff to provide the expertise and knowledge that make these events powerful learning experiences. We invite and encourage parents to attend any of these events that are relevant for their children. APH also maintains the accessible Fred's Head Database. Fred's Head is a source of tips and techniques for and by blind or visually impaired individuals. This free-of-charge database includes records about technology, recreation, daily living skills, orientation & mobility, and much more. Fred's Head also includes information on finding adaptive products and provides links to interesting web sites. If you have a question about how to accomplish a task, try looking in Fred's Head at www.aph.org, and click the Fred's Head link. Fred's Head is for students as well as adults.

If there is an adult in your family who is visually impaired, you may wish to receive APH's Adult Life Catalog. This catalog contains a wealth of daily living products, including Talking Book tape recorders, a talking color identifier, braille writing materials, and more.

What Is the Federal Quota Program?
The federal Act to Promote the Education of the Blind was enacted by Congress in 1879 as a means for providing accessible educational materials to eligible students who meet the definition of blindness. Federal funds are available to organizations in each state to provide materials for students working at less than college level. These organizations may be state departments of education, or residential schools or other agencies for the blind.
Who Is Eligible?
In order for students to be eligible for registration in the Program, they MUST meet the following requirements.
- meet the definition of blindness "central visual acuity of 20/200 or less in the better eye with correcting glasses or a peripheral field so contracted that the widest diameter of such field subtends an angular distance no greater than 20 degrees"
- "be enrolled in a formally organized public or private, nonprofit educational program of less than college level"
- be enrolled with the registering school or agency on the first Monday in January
There is no chronological age limit for eligibility. Adults to be registered must be receiving a minimum of 20 hours per week of instruction in an educational program.
How Does the Quota Program Work?
As part of the annual budget process, Congress allots an amount to the Federal Quota Program. A national census taken each January determines the number of students eligible to receive Quota materials. The federal money is then divided among the participating schools and agencies, based on the number of qualifying students registered. The money does not go to the students themselves, but is credited to Federal Quota accounts administered by APH and its Ex Officio Trustees throughout the country. By combining these funds and maintaining libraries and materials centers for items that can be used multiple times, the Ex Officio Trustees are able to use these funds efficiently.
Who Are the Ex Officio Trustees?
For each residential school for the blind, state department of education, or agency for the blind participating in the Program, an Ex Officio Trustee of APH must be designated, who is then entrusted with Quota administration within his or her system.
Is My Child Is Registered?
There are several ways to find out if your child is registered:
- Ask at your Individualized Educational Program (IEP) or Individualized Family Services Plan (IFSP) meeting. Your service provider should be aware that Federal Quota funds are available, and can tell you if your child qualifies.
- Contact the state department of education (if your child attends a public or private school) or the state residential school for the blind.
- Contact your Ex Officio Trustee for more information. To learn the name of the Ex Officio Trustee serving your organization, check the APH web site at www.aph.org/fedquotpgm/trustees.html and then click on your state, or contact the APH Field Services Department at 800-223-1839, extension 257.

Since 1858 the American Printing House for the Blind (APH) has been creating unique products for people who are visually impaired or blind. APH is a nonprofit organization. We are the oldest company in the United States manufacturing products for blind people and are the largest organization of our kind in the world.

Products in this catalog are organized by subject area, such as "Books for Children." There is an index in the back of the print edition of the catalog, that includes variations of the product name as well as the exact title.
Multiply Disabled Children
Most products in this catalog are appropriate for children and adults with multiple disabilities, including deafblindness.
Prices and Types of Funds Accepted
All items in this catalog can be purchased with regular funds, such as checks or credit cards. Most items can also be purchased with Federal Quota funds through an Ex Officio Trustee (see "How to Order" for more information on this process). Prices are subject to change without notice.
