The American Printing House for the Blind, Inc. What Products Does APH Provide? Since 1858 the American Printing House for the Blind (APH) has been creating unique products for people who are visually impaired, blind, or deafblind. APH products are designed for infants, preschoolers, students, and adults, both for education and daily living. This catalog features assessment materials, tools, and supplies offered for sale by APH. Who Is Eligible to Purchase Products from APH? Anyone can purchase products from APH. All items in this catalog can be purchased with regular funds, such as checks, credit cards, or purchase orders. Most items can also be purchased through Federal Quota accounts for use by eligible students. What Is Federal Quota? The federal Act to Promote the Education of the Blind, 1879, provides funds for adapted educational materials to eligible students. An annual registration of students determines the per capita amount of money designated for the purchase of educational materials produced by the American Printing House for the Blind. These funds are credited to Federal Quota accounts maintained and administered by APH and its Ex Officio Trustees throughout the U.S. and its territories. Who Is Eligible for Federal Quota Funds? Eligible students must be enrolled in a formally organized educational program of less than college level on the first Monday in January. They also must meet the definition of blindness...a central visual acuity of 20/200 or less in the better eye after correction, a peripheral field of less than 20 degrees, or visual performance that meets the definition of blindness due to a brain injury or dysfunction. Corporate Capability American Printing House for the Blind, Inc Summary of Corporate Capability Statement Accessible Tests Department Background and Role: APH is a nonprofit organization that has been in operation since 1858 as a source of accessible media for students who are blind or visually impaired. APH foresaw with the passage of the No Child Left Behind Act of 2001 that there would be need for a national center to ensure that test items and related materials would be accessible to individuals who are blind or visually impaired. The center would provide information, guidelines, some high priority commercially available tests and manuals in accessible media, test preparation materials, and test-related tools. In addition, the center would encourage research and communication on issues relevant to assessment of individuals with visual impairments. A federally funded special initiative in FY2001 called "Test Central" spurred the formation of a separate department, the Accessible Tests Department, which was staffed in 2003.
